What's the Connection Between Avraham Giving the Angels Meat & Dairy, and Kabalat Hatorah?

Rashi says that the angels didn't actually eat, rather they just looked like they were.

Tosafot argues with Rashi quoting a Gemara Yerushalmi saying that out of respect for Avraham the angels actually ate!

Why did Tosafot need to bring a Peirush arguing with Rashi? Rashi actually quotes from the Talmud Bavli which is what we are learning now!
