Rabbi Shay Tahan
The Gemarah in Mesechet Brachot says in the name of Rabbi Shimon Bar Yochai that you're allowed to agitate a wicked person. On the other hand it says in the name of Rav Yitzchak if you see a wicked person that's successful don't agitate him since he can be successful at any moment.
